In the matter of a Complaint against Paulette Kean (the “Respondent”), Registration # 16710, and a hearing of the Complaint pursuant to Section 25 of the Registered Nurses Act, 2008 (the “Act”); an Adjudication Tribunal of the Association of Registered Nurses of Newfoundland and Labrador (ARNNL) in a Decision dated July 25, 2012 found the Respondent guilty of conduct deserving of sanction pursuant to the Act, in particular, the following sections:

18 (c)(i) professional misconduct and/or 18 (c)(ii) professional incompetence, in that on multiple occasions the Respondent’s practice with respect to the administration, documentation, handling and discard of narcotic medication failed to meet proper medication standards, documentation standards and organization policies for safe medication administration; and

18 (c)(i) professional misconduct, in that the Registrant’s behaviour with respect to the administration, documentation, storage and handling of narcotics demonstrated a pattern indicative of misappropriation of narcotics.

The conduct deserving of sanction occurred from on or about December 30, 2008 to on or about November 19, 2009 while the Respondent practiced in Brookfield, Newfoundland and Labrador. On November 9, 2012 pursuant to Section 28 (3) of the Registered Nurses Act, 2008, the Adjudication Tribunal ordered the following:

a) that the Respondent surrender her license to ARNNL Council;

b) that the Respondent’s name be struck from the ARNNL register; and

c) that the Respondent pay a part of the costs of the ARNNL in the investigation and hearing of this matter in the amount of $9,475.61.
